MVTA Training Events – *SPECIAL ANNOUNCEMENT *
MVTA will host a highly requested in-person IRP and Apportioned Tag Training with MDOT-MVA and Special Guest Kim Smith of Truck Enterprises Hagerstown. This is the first time this training has been available from MVA with the MVTA! Learn about the IRP transactions and Apportioned Tags from title to the cab card!

Past Events:
On Thursday, February 15, 2024, Brittney Dillon, Senior Program Manager for the Business Lending Programs at Maryland’s Dept of Housing and Community Development, spent time with our members on a virtual webinar to discuss the small business loan programs. The recording of this training is now in the member portal of the MVTA website and grants become available on March 13th.

Legislative Updates:
As we embark on the 2024 legislative session, the transportation arena stands on the brink of significant developments with a range of bills that could shape Maryland’s transportation landscape, steering clear of a major budget deficit. These proposed measures cover various topics, from license plates to military exemptions and fee adjustments. In this dynamic environment, staying informed about proposed bills that could profoundly impact our navigation and connectivity is paramount.
Comptroller Updates:
This month the Chairman, Vice Chairman, Past Chairman, and Executive Director attended and participated in conversations with Comptroller Brooke E. Lierman and Laura Gutierrez, Director of Small Business and Community Development.
Coming from this meeting were some great paths laid for our members to have a better experience when dealing with MVA Refunds coming through the Comptroller’s office and direct contact points for assistance with account flags. Please keep the information below in your training resources and handy for your staff.
“When a taxpayer is advised they have an MVA flag due to a Comptroller of Maryland debt, they should reach out to our office by calling 410-974-2432 or toll free at 1-855-213-6669.Once contact is made with an agent, the taxpayer will be advised of the amount of their outstanding tax liability and provided with options to pay their account in full. If a taxpayer is unable to pay their account in full, they will be given the opportunity to set up a payment plan. Payment plans typically require the taxpayer to make a 10% down payment. However, the agent will work with the taxpayer to set up an amount the taxpayer can afford and will even waive the down payment if the taxpayer is experiencing financial difficulties. Once the down payment amount has been established, the agent will discuss various payment plan options with the taxpayer to come up with a plan the taxpayer can afford. The payment plan will be established once the down payment posts to the account.
To make the agreed upon down payment, the taxpayer will be given the option to:
- Pay by phone, using our automated payment system, by calling 1-877-884-4009,
- Pay online at https://www.velocitypayment.com/client/rad/ using a debit or credit card, or
- Pay online at https://interactive.marylandtaxes.gov/Individuals/Payment/default.asp using their checking account.
- Once the down payment is paid, the taxpayer will be advised to send a copy of their receipt or confirmation to CDONLINEPAYMENTS@MARYLANDTAXES.GOV, and make sure to include their name and social security number, case number and or notice number. If the taxpayer does not have access to send an email showing proof of payment, they can call the Comptroller of Maryland with their transaction ID number. Personal Tax obligations for MVA flag releases may call 855-213-6669.
- Once the confirmation is received, the MVA flag will be released with the Comptroller’s office within 24-48 hours. The taxpayer will then need to allow 1-5 business days for the flag to be lifted at the MVA.
- If the taxpayer has agreed to a payment plan, one will be mailed to them within 30-45 days.”

TRANSACTION SPOTLIGHT – Change of Address (CoA):
We are happy to announce that the highly anticipated Change of Address transaction is now up and running! The details will vary depending on your ERT vendor, but the following generalities hold true:
- The transaction is only available to those customers who have received an actual MVA-issued driver’s license or ID card. All other CoA requests will need to be processed by emailing mddtts@mdot.maryland.gov
- A CoA card will be mailed to the customer in 3-5 business days (businesses and mailing address-adds will not generate cards)
- The CoA is processed in real time. If your T1 or SR customer needs a new address, process the CoA first and then the next transaction will populate with the new address.
- You cannot void or delete this transaction – be careful with your data entry
- Although not (yet) required by MVA, we recommend you keep scans of the customer’s ID and the signed VR-154. Although not currently avaiable for download on the MVA website you can find the VR-154 on our website www.mvta.org or you can order a stack from the warehouse www.mvawarehouse@mdot.maryland.gov

VEIP Flag Extensions and Removal Requests:
The New MVTA Board will continue to assist our members with the Vehicle Emissions Unit with flag removal requests. The MVTA is collaborating with the MVA to develop a more efficient method for a help desk to handle MVA requests from membership. Please send your requests to: helpdesk@mvta.org for assistance.
Virginia Letters:
Maryland MVA sent several thousand letters to Maryland residents who currently had their vehicles titled and registered with Virginia license plates. This letter was to inform residents of the requirement to have their vehicles titled and registered here in Maryland. While many letters were sent to residents who had legitimate reasons for having vehicles titled in Virginia – many went to residents who were non-compliant. If you receive questions about these letters, you should inform your customers of Maryland law, requiring their vehicles to be titled and registered here in Maryland. You should also inform them that as of July 1st Virginia is requiring insurance coverage for vehicles registered in Virginia.
Core 21 System Updates:
The CORE21 System has been completed, however we are still feeling the effects of the changes. Please be on the lookout for any unusual system behaviors (ERT / Business Portal / MVA eStore) and report them to helpdesk@mvta.org. The more specific examples you can provide the more helpful it will be in getting the problem resolved quickly. As with any update on Customer Connect – please be aware that ERT system uptime may be impacted. Please report outages so we can escalate them to MVA.
