📝 Meeting Updates
VITU Meeting 11/12/2025
- The MVTA Board is still on track to begin beta testing in Q1 2026. The full release is still expected in Q2 2026, subject to changes based on feedback. Most of the requested updates will be incorporated into the new program.
- Vitu views the MVA’s “pending transactions in the business portal” as a temporary solution and are actively working to add something into the new product. This will prevent us from opening another window.
MVA Meeting 11/4/2025
- Portal pickup issues have improved, but some issues remain. Anthony is working with Vehicle Services to correct them. Please let us know if you experience any problems so we can pass along the examples. Also, some members have run into problems doing a COA with only an MDID. These should not be rejected and staff have been instructed to process these.
- MVA asked that our members report any Virginia tags that are not legitimate, and tag & title services that are issuing them illegally. MD was able to work with VA to require insurance but they are still battling Maryland residents getting Virginia tags. Investigations is now issuing “Order to Appear” summons and changing tactics to stop this.
- MVA asked that we report any suspected curb-stoners or fraudulent Bills of Sale to Investigations, with a copy to Business Licensing. VIN’s will be flagged for investigation.
- MVA is looking into why Glen Burnie is taking longer than usual to process transactions, which we reported as outside their stated timeframe. The board provided examples for reference.
- Expanded POA Requirements – if you have heard about this, know that it is specific to dealers.
- Vintage tags should now be available to do online through the eStore.
- MVA is reaching out to Kevin Gamble regarding the standard renewal problem related to IRP fleets.
- Together, we are (again) looking into why book values aren’t matching and requested access to MVA’s valuation tool through our portal. Stay tuned.
- In upcoming legislative session, Chrissy Nizer mentioned that they will be introducing legislation to repeal notarized Bills of Sale in certain situations. As we transition to e-titling, there will be no need to verify in the same way. Taxes would be calculated by the sale price (not book value). We also expect some minor changes involving paper requirements as regulations are modernized.
- We will be watching the Maryland Register in early December for standardizing fines for tag and title services. There will be a 30-day window for public comment.
- Legislation around historic tags may also change to allow for the many who were impacted with no “grandfather” clause. We will watch this one closely as well.
- Also expected in the upcoming session is MVA’s desire to standardize the mechanic’s lien process and bring the laws and COMAR into alignment. We will be watching this closely and providing input as necessary.
- We hope to schedule meetings with District Managers across the state for members interested in meeting with them. This is an exciting new development for more in-person conversations!

ERT Pending Transactions – Portal Updates:
The bulletin is to inform the industry of enhancements the MVA has made to the portal regarding transactions that are pending in the ERT system. This new functionality is part of MVA’s ongoing effort to review “pending” transactions and identify solutions to reduce the number of these transactions.

Recall of HOV Permits from ERT Users:
The program allowing issuance of High Occupancy Vehicle (HOV) Permits for Plug-In
Electric/Hybrid vehicles ended September 30, 2025 and was not renewed by the federal government.
