Greetings, esteemed members! Welcome to the August 2023 edition of MVTA Member News!
We’re thrilled to share that preparations are in full swing for our final New Member meet-up leading up to the much-anticipated Annual Meeting. On this occasion, we’re headed to Cumberland, Maryland, on September 14th. Our aim is to reconnect with existing members and engage with potential new ones in the western part of the state. The MVTA takes pride in revealing the resounding success of our membership roadshow across Maryland. Spearheaded by the MVTA board, dedicated volunteers, and valuable industry partners, these gatherings have proven to be remarkably fruitful. They’ve enabled us to expand our member base significantly, amplifying our collective voice within the state of Maryland. Moreover, they’ve bolstered our capacity to offer vital support to a growing number of title agencies.
MVA Meeting Updates:
Kristen Orlando, recently appointed as the Division Manager for Business Licensing and Compliance, has swiftly engaged with the MVTA through a series of meetings. Collaboratively, she and the MVTA Board have arranged a luncheon session as part of our member Q&A event scheduled for September 12th. This interactive session will also feature participation from other dedicated MVA staff members involved in business licensing and vehicle services. Make sure not to overlook this valuable opportunity to engage in the MVTA Q&A session!

Ongoing Corrections to MVA Bulletin:
The June bulletins that were issued are currently undergoing review and verification by the Attorney General’s office, following the MVTA’s request for revisions. Our diligent efforts are directed at obtaining clarity regarding these bulletins within the necessary transaction processes. Rest assured, once we attain the required clarity, we will promptly communicate the updates.
Update on Change of Address Transaction:
The state is currently in the midst of re-certifying the ERT vendors for the change of address transaction. Based on the latest information conveyed during our monthly meetings, the anticipated launch of this transaction is set for the fourth quarter of 2023. It’s important to note that the change of address transaction will now be independent, no longer incorporating motor-voter services. Exciting news indeed!
Exciting Changes in MVA’s Fraud Training Program!
Remember to secure your spot by RSVPing for this month’s Fraud training session, slated for September 14th at 9 am. The session will be held at the MVA Glen Burnie Headquarters. Stay tuned for an upcoming revised bulletin that will feature an updated class schedule for upcoming sessions.
If your office hasn’t yet taken advantage of the invaluable opportunity for FREE FRAUD TRAINING, exclusively tailored for TAG AND TITLE AGENTS, your team is undoubtedly missing out. During the July training session, we delved into the Georgia fraudulent titles Bulletin, even distributing physical Georgia titles for firsthand examination using magnifying glasses. Get set for action, as we gear up for the upcoming SCANuary!
MVTA is diligently getting its members ready for the SCANNING MANDATE set to take effect on January 1, 2024! Our primary goal is to ensure that all our members are well-prepared to efficiently scan and upload their titling documents into their respective ERT systems. The Board, along with the invaluable support of our Committee Member, Natalia Mugmon, has been working tirelessly to develop a scanning solution that will keep our members fully compliant.
For those who haven’t had the chance to witness a demonstration of the KODAK partnership scanners, mark your calendars for the Annual Meeting. This year, we’re excited to announce that both the Kodak and Edge Digital teams will be present on-site, better equipped than ever to guide us in conquering SCANuary!
MVTA Board Gearing Up for AAMVA’s International Conference in September!
With anticipation building, the board is fully geared up and proactively preparing for an array of meetings at this year’s esteemed AAMVA AIC. Leveraging the groundwork laid in regions one and two over the past year, we’ve had the privilege of engaging in one-on-one interactions that extend beyond Maryland’s modernization endeavors.
The MVTA board’s reach has expanded to encompass states like Delaware, Virginia, West Virginia, Pennsylvania, and DC in productive discussions. The primary objective has been to ensure that the interests of title agents are upheld during the process of modernizing systems and branch operations. Witnessing the growth of our membership brings us great pride, and our commitment to supporting this growth remains unwavering.
These dialogues will play a pivotal role in fostering robust relationships with these jurisdictions, mirroring the strong partnerships we’ve established within the state of Maryland!
EZ Pass Latest Developments:
We’re currently engrossed in finalizing the distribution logistics and will be providing updates to our members at the earliest opportunity. Be sure to stay tuned for announcements throughout this month. Additionally, we’re thrilled to inform you that we’ll be featuring this vendor during the Annual Meeting scheduled for October 17th. Does your tag agency have an interest in accessing Maryland’s vehicle records through Tyler Technology’s NIC program?
During the previous month, the Board of Directors held a meeting with MVA officials and Tyler Technologies staff to address the challenge of gaining comprehensive insights into a vehicle’s history across all states. This limitation impacts the accuracy of title paperwork checks and the verification of lien filing details. The MVTA is dedicated to promoting enhanced access to vehicle history data, a vital step to ensure document compliance and seamless title transfers. To initiate the process of obtaining access to Maryland’s driver and titling records, kindly find the instructions and relevant links for your tag agency provided below:
- The primary information page for MDOT MVA applications is located at https://egov.maryland.gov/mva/. To review the Interactive Web Access to Driver and Vehicle Records, you would need to select ‘Electronic Access to Driver and Vehicle Records’.
- For details regarding the application itself, including data elements returned, you can reference the IDVR User Guide at https://egov.maryland.gov/mva/Interactive%20User%20Guide%207.5.pdf
- To begin the registration process, the user would select the ‘Get Started’ option on https://egov.maryland.gov/register/. The process will walk the potential subscriber through each step with an ultimate submission to our subscription department that will work to get the MVA Privacy Policy populated and submitted for approval. Once approved, the account will be available for use.
- A primary user is identified for the account and can login to add, deactivate or resend invitations to individuals designated to use the application. The MVA requires a semi-annual review of the persons who have access to the account, to ensure appropriate access is maintained.

MVTA Making Waves on the Eastern Shore!
This year, the Board of Directors embarked on an incredible journey through the Eastern Maryland counties. Following the success of our Member Meet-Up in Cambridge, MD, we geared up for our debut participation in the Maryland All County Conferences, fondly known as MaCo. The August event witnessed impressive attendance and marked a significant milestone for us. The MVTA board had the privilege of attending this conference in person, facilitating interactions with various Maryland state agencies to foster collaborative partnerships that empower small business owners within our membership.
During the event, our team engaged in meaningful discussions with the newly appointed Maryland Comptroller and even had the opportunity to capture a memorable snapshot alongside the recently inaugurated Lieutenant Governor. Many of these newfound partnership vendors will also be present at our forthcoming annual membership meeting in October, adding to the excitement of the event!
